Apco seeks proposals for energy storage
ROANOKE, Va., Aug. 17, 2026 – Appalachian Power Company (APCo) is seeking proposals for Energy Storage resources that will help meet its future clean energy needs in Virginia. Two Requests for Proposals (RFPs) were issued for Energy Storage today.
Under the Virginia Clean Economy Act (VCEA), APCo is required to seek approval from the State Corporation Commission (SCC) to acquire 780 MW of short-duration energy storage by 2040.
“These RFPs will help us continue building a well-balanced resource portfolio to safely and reliably serve our customers in Virginia,” said Brian Abraham, APCo president and chief operating officer. “They’re a key step in proceeding with our clean energy commitments.”
The first RFP requests bids for up to 500 megawatts (MW) of Energy Storage resources. APCo seeks to acquire build-transfer or development-stage projects through one or more Purchase & Sale Agreements (PSAs). Projects may be new or operational, but facilities must achieve a commercial operation date no later than Dec. 15, 2030. Eligible projects must be located in Virginia, interconnected to APCo’s Virginia distribution system, or both. To qualify for consideration, resources interconnecting to PJM Interconnection or APCo’s distribution system must be at least 5 MW.
PJM is the regional transmission organization that monitors the electric grid in 13 states, including Virginia.
The second RFP requests bids for up to 300 MW of Energy Storage resources via one or more long-term Capacity Purchase Agreements (CPAs). With a CPA, APCo enters into an agreement for the capacity from facilities located within the PJM region and/or interconnected to APCo’s distribution system. To qualify for consideration, resources must be at least 5 MW in size and be operational by Dec. 31, 2030.
Businesses seeking to submit proposals may access RFP participation criteria, required forms and other specifics online at AppalachianPower.com/RFP. Proposals must be submitted by Sept. 30. Any project selected by APCo through the RFP process is conditional upon and subject to approval by the required regulatory authorities.
