Invitation to Bid Flood Warning Systems

The Town of Pulaski (Owner) is requesting sealed bids for Special Services related to the installation of Flood Warning Systems. The contractor’s license or certificate number must be printed on the outside of the sealed bid envelope. The proposed plan would install two automatic threshold reporting water level stations and 2 climate/weather stations (GOES-based) collecting a full array of data to
provide a comprehensive analysis of upstream conditions (climatological, hydrologic and soil related parameters relating to Flash Flood Guidance) providing advance warning of evolving conditions to emergency personnel in the town downstream. This would include systems at Gatewood Dam which is owned and operated by the Town of Pulaski as well as gauges located on Hogans Branch, Track Fork, and Indian Grave that all converge directly above the downtown. The Town Engineering Department will receive sealed bids at Pulaski Municipal Building, P.O. Box 660 / 42 First Street NW Room 223, Pulaski VA, 24301 until 2:00pm on July 30, 2021. Any bids or unsealed bids received after 2:00 p.m. will not be accepted.

The Town of Pulaski facilitate the participation of small businesses, businesses owned by women, minorities, service disabled veterans, and employment services organizations in Invitation to Bid transactions. No public body shall discriminate against a bidder or offeror because of race, religion, color, sex, sexual orientation, gender identity, national origin, age, disability, status as a service disabled veteran, or any other basis prohibited by state law relating to discrimination in employment § 2.2-4310.

Upon request Owner will provide full scope of service and access to the point of destination and the site where Goods are to be installed or Special Services are to be provided so that the bidder may conduct such investigations, examinations, tests, and studies as Bidder deems necessary so that the Bidder may accurately submit bid. Such information shall be coordinated through the office of the

A bid may be withdrawn in accordance with the Code of Virginia § 2.2-4330 by giving notice in writing of Bidder’s claim of right to withdraw Bid within two business days after the conclusion of the bid opening procedure and submitting original work papers with such notice. The Buyer reserves the full unconditional right to waive irregularities and to reject any and all Bids.
