Arrests made following incident on Altoona Road

June 25, 2018, at approximately 4:45 A.M., Sergeant D. F. Grim responded to a disturbance call on Altoona Road in the town of Pulaski.  Upon arrival, he encountered a vehicle in the driveway which was being operated by a female and a male standing outside of the passenger door apparently attempting to enter the vehicle.  Sergeant Grim directed the female to turn the vehicle off and approached the second individual.

During the questioning of the male individual, he dropped a small package which Sergeant Grim recognized as being consistent with illegal narcotics.  The individual also exhibited physical characteristics indicating intoxication.  Sergeant Grim attempted to detain the individual but he escaped the grasp of Sergeant Grim, struck the officer, and then fled on foot.  The male suspect was later located and arrested.  He was initially charged with being intoxicated in public while the investigation into additional charges was being pursued.

The person arrested was identified as Dandre D. Samuels, 28 years of age, from Christiansburg, Virginia.  He was received at the New River Valley Regional Jail at approximately 5:25 A.M. and subsequently released at 7:59 A.M.

At approximately 9:30 A.M., the investigative process was concluded and additional warrants were secured for Mr. Samuels.  These charges included Obstruction of Justice, Assault on a Law Enforcement Officer, and Possession of a Schedule I or II Controlled Substance (Oxycodone).

At approximately 5:48 P.M., officers of the Pulaski Police Department located Mr. Samuels travelling in a vehicle, with a female driver and a nine year old juvenile, on West Main Street.  He was arrested on the outstanding warrants.  He was also charged with two counts of Possession of a Firearm by a Convicted Felon resulting from information developed during a separate narcotics investigation by the Department over the past three months.  This encounter led to additional criminal charges being placed on the driver of this automobile.  Ms. Mandy K. Overstreet, 31 years of age, of Christiansburg, Virginia was arrested for Possession with the Intent to Distribute a Schedule I or II Controlled substance and Contributing to the Delinquency of a Minor.  She was released on her own recognizance by a Magistrate after being processed for the arrest.  The investigation is continuing with possible additional charges being placed against additional individuals.
