Town of Pulaski Charter Amendments

The Town Council of the Town of Pulaski VA will hold a Public Hearing on Tuesday, October 3, 2023
at 7pm in the Council Chambers at 42 First Street NW to consider requesting the General Assembly
to amend the Town of Pulaski Charter in the following manner:
• The council shall consist of seven members, one of which shall be the mayor.
• The mayor shall be elected for and serve a term of four years, from the first day of January next
following the date of their election and until their successor shall have been elected and qualified.
The mayor shall be elected on the first Tuesday following the first Monday of November, 2024,
and every four years thereafter.
• The mayor shall be entitled to vote, but the mayor shall have no right to veto.
• A majority of all members of council, inclusive of the mayor, shall constitute a quorum.
• The members of council shall be elected for and serve terms of four years, from the 1st day
of January next following the date of their election and until their successors shall have been
elected and qualified. Three council members shall be elected on the first Tuesday following the
first Monday of November, 2022, and every four years thereafter. Three council members shall
be elected on the first Tuesday following the first Monday of November, 2024, and every four
years thereafter.
• The vice mayor shall be elected by council at the first meeting of the council each odd-numbered
year.
• Any other alterations to appropriately implement the noted amendments

NOTICE TO THE PUBLIC OF AN APPLICATION BY
ATMOS ENERGY CORPORATION
FOR A GENERAL INCREASE IN RATES
CASE NO. PUR-2023-00008
On June 30, 2023, Atmos Energy Corporation (“Atmos” or “Company”) filed an application (“Application”) with the State Corporation Commission (“Commission”) for a general increase in rates pursuant to Chapter 10 of Title 56 of the Code of Virginia (“Code”), the Commission’s Rules Governing Utility Rate Applications and Annual Informational Filings, 20 VAC 5-201-10 et seq. (“Rate Case Rules”), the Commission’s Rule of Practice and Procedure (“Rules of Practice”) 5 VAC 5-20-80 and consistent with the Commission’s Order on Request For Waiver dated January 31, 2023. In its Application, the Company requests authority to increase its rates and charges, revise the terms and conditions applicable to natural gas service, and to implement its proposed rates, charges, and revised terms and conditions on an interim basis, subject to refund, effective for service rendered on or after November 30, 2023.
The Company indicates that the Commission last granted Atmos an adjustment to its rates on March 11, 2019, which required a $400,000 reduction to the Company’s operating revenues, authorized a 9.2% return on equity (“ROE”), and accepted the partial stipulation between Atmos and Staff, which addressed the impact of the federal Tax Cuts and Jobs Act of 2017 (“TCJA”) on the Company’s rates, and included an agreement to the return of excess deferred income taxes (“EDIT”) to customers. The Company states that the Application in this instant case reflects the completion of the Company’s unprotected EDIT approved in the 2018 Final Order, as well as to reflect the capital investments and other changes in its cost of service that have occurred since the last rate case.
In its Application, the Company is seeking a rate increase that will produce additional annual jurisdictional revenues of $3,178,349, or an overall increase of approximately 26.42%, based on an 11.15% ROE. Among other things, Atmos is proposing an increase in the monthly customer charges for schedule 610 residential customers to $16.00 from the current rate of $10.24, with similar changes in the monthly customer charges for other rate classes.
Additionally, the Company is also proposing revisions to its tariffs and Terms and Conditions of Service, to include: (i) modernization of the Company’s terms and conditions of service to align with current operations and consistent with those of existing Virginia local distribution companies; (ii) clarification of the responsibilities of the utility and its customers; (iii) a proposal to remove late payment fees and miscellaneous service fees and instead include these in base rates; and (iv) a proposed new provision to its general terms and conditions, Section 8.1(c) (4) related to the construction of line extensions by the Company to serve new customers.
Interested persons are encouraged to review Atmos’s Application and supporting public documents in full for details about these and other proposals.
TAKE NOTICE that the Commission may apportion revenues among customer classes and/or design rates in a manner differing from that shown in the Application and supporting documents and thus may adopt rates that differ from those appearing in the Company’s Application and supporting documents.
The Commission entered an Order for Notice and Hearing in this proceeding that, among other things, scheduled a public hearing on Atmos’s Application. On March 12, 2024, at 10 a.m., the Hearing Examiner assigned will hold the telephonic portion of the hearing for the purpose of receiving the testimony of public witnesses, with no witness present in the Commission’s courtroom. On or before March 5, 2024, any person desiring to offer testimony as a public witness shall provide to the Commission (a) your name, and (b) the telephone number that you wish the Commission to call during the hearing to receive your testimony. This information may be provided to the Commission in three ways: (i) by filling out a form on the Commission’s website at scc.virginia.gov/pages/Webcasting; (ii) by completing and emailing the PDF version of this form to SCCInfo@scc.virginia.gov; or (iii) by calling (804) 371-9141. This public witness hearing will be webcast at scc.virginia.gov/pages/Webcasting.
Beginning at 10 a.m. on March 12, 2024, the Hearing Examiner will telephone sequentially each person who has signed up to testify as provided above.
On March 12, 2024, at 10 a.m., or at the conclusion of the public witness portion of the hearing, whichever is later, in the Commission’s second floor courtroom located in the Tyler Building, 1300 East Main Street, Richmond, Virginia 23219, the Hearing Examiner will convene a hearing to receive testimony and evidence related to the Application from the Company, any respondents, and the Commission Staff.
To promote administrative efficiency and timely service of filings upon participants, the Commission has directed the electronic filing of testimony and pleadings, unless they contain confidential information, and required electronic service on parties to this proceeding.

The Virginia Department of Transportation invites heavy equipment owners to sign up for the rental of their equipment with operators for SNOW & ICE REMOVAL purposes in Christiansburg Residency which includes the counties of Floyd, Giles, Montgomery, and Pulaski during the winter of 2023-2024.  Price per hour shall include operators, fuel, tire chains, supplies and required insurance.  VDOT will need dump trucks, pickups with plows, motorgraders, backhoes, dozers, track loaders, tractors, rubber-tire loaders and farm tractors.  All equipment shall be equipped for night work and be in good mechanical condition to ensure a safe and dependable 24/7 operation.  VDOT reserves the right to determine acceptability of equipment size and condition for the task. Contractors submitting prices meeting the requirements of the Agreement may be contracted with and may be eligible to receive a mobilization payment and a minimum guaranteed payment for the season.

Virginia Water Supply Revolving Fund, Project # WSL – 001-22
Pulaski County Public Service Authority (PCPSA) has applied for funding from the Virginia Water
Supply Revolving Fund for its Pulaski County Water Improvements Project. The project proposes to
construct approximately 8,800 linear feet of 8-inch waterline, 7,100 linear feet of 6-inch water line, an
elevated water storage tank at the site of the existing Bella Vista tank, upgrades at the existing Bella
Vista/Tyson Hills pump station, a pressure reducing valve interconnection between the Town of Pulaski
and PCPSA, and associated appurtenances. Waterline extensions will be within previously disturbed
roadside right-of-way. Best Management Practices would be implemented to minimize impacts, and
all federal, state, and local ordinances will be followed. The total funding request for the project is
$2,897,000. A description of the project and an Environmental Assessment of the project are on file at

Final Notice and Public Explanation of a Proposed Activity in a 100-Year/500-year Floodplain and Wetland

To: All interested Agencies, Groups, and Individuals

This is to give notice that the New River Valley Regional Commission (NRVRC) has conducted an evaluation as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded under the Appalachian Regional Commission POWER grant program and the Department of Housing and Community Development Project (22-PW-02A). The proposed project is located at 7422 Hazel Hollow Rd, Radford, VA 24141 in Pulaski County. The proposed project area includes the development of a new concrete boat launch on the bank of the New River in Pulaski County off Hazel Hollow Rd. The project area is approximately .81 acres, located entirely within the 100-year Floodplain and partially within a riverine. The project provides motorized and non-motorized boat access to the New River at Sheffey Park, thus expanding the recreational opportunities for Pulaski County residents and tourists. This project will benefit the livability of our region and the burgeoning outdoor recreation economy. The Pulaski County boat launch at Sheffey Park is one of four new/enhanced boat launches that will extend the existing 37 miles of the New River Water Trail (Giles County) to the rest of the region, totaling 61 miles upon completion. The project includes several related components: construction of a boat launch, parking suitable for vehicles with trailers, and a foot path connecting Smith Farm Park (currently being developed).

The NRVRC has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: Because the nature of the project the boat ramp must be located in the floodplain/wetland in order to provide sufficient access to the waterway. Alternatives were considered and based on land availability and proximity to maintained roads with easy access for boat trailers, the choice of suitable sites are limited. Additionally, rail right-of-way reduces potential developable land with public access potential along the river. Alternatively, no action at all will not provide any benefit for the public. Any perceived and/or realized effects on alternative sites would be similar to any of the effects on current, selected site. The regulatory agencies involved with the permitting of the boat launch will dictate the least impactful design of the boat ramp to mitigate adverse effects. Mitigation measures include acquiring all necessary permits through the Army Corp of Engineers, Virginia Department of Environmental Quality and Virginia Marine Resource Commission. The permits obtained from the regulatory agencies will dictate any requirements for mitigation measures and compliance with state and local floodplain/wetland protection procedures. Sediment and erosion mitigation controls will be utilized throughout project construction/site disturbance. NRVRC has reevaluated the alternatives to building in the floodplain and wetland and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and 11990, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments.

There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains and wetlands] can facilitate and enhance Federal efforts Rev. 04/02/2014 Appendix 2.E: Final Notice and Notice of Explanation 48 to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains and wetlands it must inform those who may be put at greater or continued risk.

GENERAL INFORMATION

The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include: (i) microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife; (ii) inorganic contaminants, such as salts and metals, which can be naturally occurring or result from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming; (iii) pesticides and herbicides, which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses; (iv) organic chemical contaminants, including synthetic and volatile organic chemicals, which are byproducts of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems; (v) radioactive contaminants, which can be naturally occurring or be the result of oil and gas production and mining activities. In order to ensure that tap water is safe to drink, EPA prescribes regulations that limit the amount of certain contaminants in water provided by public water systems. FDA regulations establish limits for contaminants in bottled water which must provide the same protection for public health.

 

Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline (800-426-4791).

 

Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer who are undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the Safe Drinking Water Hotline (800-426-4791).

DEFINITIONS

Contaminants in your drinking water are routinely monitored according to Federal and State regulations.  The table on the next page shows the results of our monitoring for the period of January 1st to December 31st, 2022.  In the table and elsewhere in this report you will find many terms and abbreviations you might not be familiar with.  The following definitions are provided to help you better understand these terms:

 

Maximum Contaminant Level, or MCL – the highest level of a contaminant that is allowed in drinking water.  MCLs are set as close to the MCLGs as feasible using the best available treatment technology.

 

Maximum Contaminant Level Goal, or MCLG – the level of a contaminant in drinking water below which there is no known or expected risk to health.  MCLGs allow for a margin of safety.

 

Maximum Residual Disinfectant Level Goal or MRDLG:  the level of drinking water disinfectant below which there is no known or expected risk to health.  MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.

 

Maximum Residual Disinfectant Level or MRDL:  the highest level of a disinfectant allowed in drinking water.  There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.

 

Non-detects (ND) – lab analysis indicates that the contaminant is not present

 

Parts per million (ppm) or Milligrams per liter (mg/l) – one part per million corresponds to one minute in two years or a single penny in $10,000.

 

Parts per billion (ppb) or Micrograms per liter – one part per billion corresponds to one minute in 2,000 years, or a single penny in $10,000,000.

If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. The Town of Pulaski is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to two minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline (800-426-4791).

 

While your drinking water meets EPA’s standard for arsenic, it does contain low levels of arsenic. EPA’s standard balances the current understanding of arsenic’s possible health effects against the cost of removing arsenic from drinking water. EPA continues to research the health effects of low levels of arsenic, which is a mineral known to cause cancer in humans at high concentrations and is linked to other health effects such as skin damage and circulatory problems.

 

ADDITIONAL INFORMATION ABOUT YOUR WATERWORKS 

 

The Town of Pulaski Water Treatment Plant is a Class II facility. The plant is rated at 4.0 million gallons per day and the current output is approximately 2.1 million gallons per day. The plant is staffed by eight state-licensed operators and operated seven days per week. We operated the plant under the stringent regulatory guidelines of the Environmental Protection Agency, the Virginia Department of Health, and the Virginia Department of Environmental Quality. GENERAL INFORMATION

 

The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include: (i) microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife; (ii) inorganic contaminants, such as salts and metals, which can be naturally occurring or result from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming; (iii) pesticides and herbicides, which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses; (iv) organic chemical contaminants, including synthetic and volatile organic chemicals, which are byproducts of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems; (v) radioactive contaminants, which can be naturally occurring or be the result of oil and gas production and mining activities. In order to ensure that tap water is safe to drink, EPA prescribes regulations that limit the amount of certain contaminants in water provided by public water systems. FDA regulations establish limits for contaminants in bottled water which must provide the same protection for public health.

 

Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline (800-426-4791).

 

Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer who are undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the Safe Drinking Water Hotline (800-426-4791).

 

 

 

 

SOURCE and TREATMENT OF YOUR DRINKING WATER

The source of your drinking water is surface water purchased from Pulaski County Public Service Authority which obtains their water from Claytor Lake.

 

A source water assessment was conducted in 2002 by Draper Aden and Associates.  The source was determined to be of high susceptibility to contamination using the criteria developed by the state in its approved Source Water Assessment Program. The assessment report consists of maps showing the source water assessment area, an inventory of known land use activities of concern, and documentation of any known contamination.  The report is available by contacting your water system operator at the phone number given elsewhere in this drinking water quality report.

 

DEFINITIONS

Contaminants in your drinking water are routinely monitored according to Federal and State regulations.  The table on the next page shows the results of our monitoring for the period of January 1st to December 31st, 2022.  In the table and elsewhere in this report you will find many terms and abbreviations you might not be familiar with.  The following definitions are provided to help you better understand these terms:

 

Maximum Contaminant Level, or MCL – the highest level of a contaminant that is allowed in drinking water.  MCLs are set as close to the MCLGs as feasible using the best available treatment technology.

 

Maximum Contaminant Level Goal, or MCLG – the level of a contaminant in drinking water below which there is no known or expected risk to health.  MCLGs allow for a margin of safety.

 

Maximum Residual Disinfectant Level Goal or MRDLG:  the level of drinking water disinfectant below which there is no known or expected risk to health.  MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.

 

Maximum Residual Disinfectant Level or MRDL:  the highest level of a disinfectant allowed in drinking water.  There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.

VIOLATION INFORMATION

NOTICE TO CONSUMERS of the Newbern Heights Waterworks Waterworks ID No. 1155521 We have been advised by State health officials of a failure to perform required monitoring in accordance with the Commonwealth of Virginia/State Board of Health Waterworks Regulations. We are required to monitor your drinking water for specific contaminants on a regular basis. Results of regular monitoring are an indicator of whether or not our drinking water meets health standards. During the monitoring period of the fourth calendar quarter (October – December) 2022, we did not monitor for total trihalomethanes and haloacetic acids and therefore, cannot be sure of the quality of our drinking water during that time. State health officials feel there is little need for concern about the safety of your water because past records show that our system has had no documented problems with total trihalomethanes and haloacetic acids contamination; however, routine sampling and analysis is required to determine the quality of water delivered to our customers. There is nothing you need to do at this time. We plan to collect the samples for analysis by February 28, 2023.

MCL’s are set at very stringent levels by the U.S. Environmental Protection Agency.  In developing the standards EPA assumes that the average adult drinks 2 liters of water each day throughout a 70-year life span.  EPA generally sets MCLs at levels that will result in no adverse health effects for some contaminants or a one-in-ten-thousand to one-in-a-million chance of having the described health effect for other contaminants.

ADDITIONAL HEALTH INFORMATION

 

If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. The Town of Dublin is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to two minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline (800-426-4791).

 

 

 

Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain and Wetlands

Revised Notice: This is to give notice that the New River Valley Regional Commission (NRVRC) under 24 CFR part 58 has determined that the following proposed action under the Appalachian Regional Commission POWER grant program and the Department of Housing and Community Development Project (22-PW-02A) is located in the 100-year floodplain and a riverine, and the NRVRC will be identifying and evaluating practicable alternatives to locating the action in the floodplain/wetland and the potential impacts on the floodplain/wetland from the proposed action, as required by both Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project area includes the development of a new concrete boat launch on the bank of the New River in Pulaski County off Hazel Hollow Rd. The project area is approximately .81 acres, located entirely within the 100-year Floodplain and partially within a riverine. The project provides motorized and non-motorized boat access to the New River at Sheffey Park, thus expanding the recreational opportunities for Pulaski County residents and tourists. This project will benefit the livability of our region and the burgeoning outdoor recreation economy. The Pulaski County boat launch at Sheffey Park is one of four new/enhanced boat launches that will extend the existing 37 miles of the New River Water Trail (Giles County) to the rest of the region, totaling 61 miles upon completion. The project includes several related components: construction of a boat launch, parking suitable for vehicles with trailers, and a foot path connecting Smith Farm Park (currently being developed). The project is located at 7422 Hazel Hollow Rd., New River, VA 24141.

 

There are three primary purposes for this notice. First, people who may be affected by activities in floodplains/wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain/wetland, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains/wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains/wetlands, it must inform those who may be put at greater or continued risk.

General Information

The Town of Pulaski has been seeking a full-time permanent employee to serve as Town Engineer, and that effort has not produced a candidate with the desired training and experience. Therefore, the Town is seeking to contract with an engineering firm to provide on-call engineering services.

Scope of Services

The selected firm shall provide services as listed below, which are for the purpose of illustration only and services may not be limited to the items listed here.

  1. Advising Officials. The Consultant shall advise officials, employees, etc. through telephone conferences, meetings, and correspondence.
  2. Approves plats.
  3. Performs subdivision and site plan review with an emphasis on erosion and sediment control, traffic engineering, and access management requirements.
  4. Reviews proposed development plans with developers, architects, engineers, and others.
  5. Reviews, approves, and manages excavation permits for utilities operating in the Town’s right-of-way.
  6. Reviews, approves, and manages road closure permits for work in the Town’s right-of-way.
  7. Reviews easements, plats, and right-of-way vacations.
  8. Reviews building and grading permits for compliance with right-of-way conflict/resolution.
  9. Signs off on documents requiring Professional Engineer Certification.

About Us
The New River Valley Airport Commission was formed by an agreement between seven localities within the NRV to oversee the operation and development of the Airport. The Airport is considered a government entity for tax purposes and operates by contributions from the participating localities and revenue from aviation ground services.
Objective
The Airport is currently developing a 20-year Master Plan Update and wishes to invest surplus funds that typically go towards the development of the airport. Many projects are partially funded through competitive state and federal grants, and may be scheduled earlier than anticipated or delayed. For these reasons, the Airport is looking for investment opportunities with no early withdraw penalties and low risk, while getting the best return on investment.

Randolph Park Concessions (Pool and Ball Park facilities and outlying park areas)

The County of Pulaski, Virginia is seeking proposals for concessions at Randolph Park. This includes services in the entire park which includes the Pool Facility (Evelyn Alexander Water Park), Ball Fields and all outlying areas of the park. The pool concession kitchen facility is currently equipped more for commercial style food preparation. Equipment in the facility are for the preparation of food products that are oven baked or heated. The kitchen is not equipped for the preparation of food required to be cooked on a stove top or grease cooked. The kitchen equipment consists of a double oven, hot dog machine, deep fryer, microwave, ice machine, three bay sink, refrigerators, two freezers, and prep tables. The ball park kitchen facility does not have as many amenities as the pool facility. The equipment consists of three bay sink, prep tables, refrigerator, hot dog maker and ice machine. There is no hood system nor equipment conducive for cooking. Usages include warming of foods via microwave, selling pre-packaged foods, drinks, candies, and other items that can be cooked in crock pot. Items cooked offsite and sold may be allowed based on health department regulations. If the selected vendor has the capability to provide concessions via mobile units or at special events at the picnic shelters or all other park areas aside from the two kitchens, this service will be allowed by the vendor. Occasionally there will be events/festivals throughout the year that will require the vendor to set up concessions in these outlying park areas.

Proposals are due no later than 5:00 p.m. on Friday, January 27th 2023.  Any proposals received after this deadline will be returned to the vendor/contractor unopened.  Proposals from vendors need to demonstrate the ability to manage a food/beverage facility that caters to large volumes of patrons on a daily basis The County reserves the right to reject any and all proposals, and/or divide any project into sections.  Pulaski County is an equal opportunity/affirmative action employer.

The Town of Pulaski is seeking qualified residents to serve on the Town’s Planning Commission.
The Planning Commission oversees development in the Town according to the Zoning Regulations
and the Comprehensive Plan. Its prime function is to review and make recommendations to the Town
Council on applications for zoning requests from citizens and to review and amend the Zoning Regulations
and the Comprehensive Plan. Commission members are appointed by the Town Council for four
(4) year terms.
The Pulaski Redevelopment and Housing Authority is responsible for assisting with residential and

areas, and increasing the town’s overall tax base. Authority members are appointed by the

INVITATION TO BID

The Town of Dublin, Virginia is soliciting sealed bids for the “Administrative Water Utility Office ASBESTOS ABATEMENT” project. The Project generally consists of the removal and disposal of friable and/or non-friable materials containing asbestos as described in Technical Section 028213 of this document.

The Virginia Department of Transportation invites heavy
equipment owners to sign up for the rental of their equipment
with operators for SNOW & ICE REMOVAL purposes in
Christiansburg Residency which includes the counties of Floyd,
Giles, Montgomery, and Pulaski during the winter of 2021-2022.
Price per hour shall include operators, fuel, tire chains, supplies
and required insurance. VDOT will need dump trucks, pickups
with plows, motorgraders, backhoes, dozers, track loaders,
tractors, rubber-tire loaders and farm tractors. All equipment
shall be equipped for night work and be in good mechanical
condition to ensure a safe and dependable 24/7 operation. VDOT
reserves the right to determine acceptability of equipment size
and condition for the task. Contractors submitting prices meeting
the requirements of the Agreement may be contracted with and
may be eligible to receive a mobilization payment.

Flood Warning Systems

This report was funded by the Federal Emergency Management Agency through the Virginia Department of Emergency Management, via Grant Agreement Number FEMA-DR-4411-VA-005 for $57,750.

 

The Town of Pulaski (Owner) is requesting sealed bids for Special Services related to the installation of Flood Warning Systems. The contractor’s license or certificate number must be printed on the outside of the sealed bid envelope. The proposed plan would install two automatic threshold reporting water level stations and 2 climate/weather stations (GOES-based) collecting a full array of data to provide a comprehensive analysis of upstream conditions (climatological, hydrologic and soil related parameters relating to Flash Flood Guidance) providing advance warning of evolving conditions to emergency personnel in the town downstream. This would include systems at Gatewood Dam which is owned and operated by the Town of Pulaski as well as gauges located on Hogans Branch, Track Fork, and Indian Grave that all converge directly above the downtown. The Town Engineering Department will receive sealed bids at Pulaski Municipal Building, P.O. Box 660 / 42 First Street NW Room 223, Pulaski VA, 24301 until 2:00pm on July 26, 2021. Any bids or unsealed bids received after 2:00 p.m. will not be accepted.

 

The Town of Pulaski facilitate the participation of small businesses, businesses owned by women, minorities, service disabled veterans, and employment services organizations in Invitation to Bid transactions.
