Street, NW to consider the following:
1. A request from Mainspring Recovery Center, LLC
for a Special Exception for property located at 2460 Lee
Highway, [tax parcel(s) 063-25-25A] in the R-1, Single
Family Residential District, for the hospital or health
centers, which includes, “alcohol, substance abuse and
drug treatment centers”. The application indicates that the
facility will have a capacity of 50 beds for an inpatient
residential program and will serve clients who are 18 years
or older with a substance use disorder diagnosis within
a 60 to 70 mile radius and who are voluntarily admitting
themselves to the program.

The Town of Pulaski Board of Zoning Appeals hereby gives notice
of a public hearing to be held on November 10, 2022 at 6:00 p.m. in

A request by J. Hoff for a variance from Section 4.7.3,
Site Development Regulations of the Zoning Ordinance

2022 REAL ESTATE TAX
OMISSION ERROR & LAND USE
Due to unforeseen circumstances, certain 2022 real
estate tax statements for individuals participating in the
Land Use Program were not correctly tallied. Those
affected were issued an additional tax statement earlier
this year with an amount due for the first-half ticket and
recently for the second-half ticket. We apologize for the

November 1 is the yearly deadline for new Land Use
application submissions. ONLY real estate devoted to
a bona fide production for sale of agricultural products
or agricultural land used in a conservation program
or forest land with a Forest Management Plan will be

Town Accepting Applications to Fill Vacancies on the
Planning Commission, Pulaski Redevelopment
Housing Authority, and Boarding of Zoning Appeals
(BZA)

The Town of Pulaski is seeking qualified residents to serve on the Town’s Planning Commission.
The Planning Commission oversees development in the Town according to the Zoning Regulations
and the Comprehensive Plan. Its prime function is to review and make recommendations to the Town
Council on applications for zoning requests from citizens and to review and amend the Zoning Regulations
and the Comprehensive Plan. Commission members are appointed by the Town Council for four
(4) year terms.
The Pulaski Redevelopment and Housing Authority is responsible for assisting with residential and
commercial development of new and existing structures, improving the quality of residential and commercial
areas, and increasing the town’s overall tax base. Authority members are appointed by the
Town Council for four (4) year terms.
The Board of Zoning Appeals (BZA) is a quasi-judicial board that meets on demand to hear appeals
from the Zoning Administrator’s decisions. Terms for the appointments will last for five years.

NOTICE OF JUDICIAL SALE OF REAL PROPERTY
On or subsequent to October 31, 2022, proceedings will be commenced under authority of §§58.1-3965
et seq. of the Code of Virginia to sell the real estate titled of record to DONALD R. HODGE located at
528 Kerry Street in the Town of Dublin, Pulaski County, Virginia, currently bearing tax map/parcel # 56-
6-F-15, tax account # 20554, for non-payment of Pulaski County real estate taxes and Town of Dublin
real estate taxes and clean-up liens.
As owner of the subject property, Donald R. Hodge may redeem his property at any time before the date
of sale by paying all accumulated taxes, penalties, interest, and costs owed against same, including the
costs of publication. However, if the delinquent taxes, penalties, interest, and costs are not paid prior
to filing of suit, then the property owner will be further liable for litigation costs and attorney’s fees
incurred.

The Town of Pulaski Board of Zoning Appeals hereby gives notice
of a public hearing to be held on October 6, 2022 at 6:00 p.m. in
the Council Chambers of the Pulaski Municipal Building, 42 First
Street, NW, in order to hear citizen comments regarding the Board
of Zoning Appeals intention to act on the following request:
A request by J. Hoff for a variance from Section 4.7.3, Site
Development Regulations of the Zoning Ordinance of the
Town of Pulaski, Virginia for property located at 45 Fifth Street
NE [tax parcel(s) 072-51-35-34] in the R-O Residential Office
District. Section 4.7.3 requires minimum setbacks of 25’ from
the front, 10’ from the side, 25’ from all public streets, and 25’
from the rear. The applicant requests a variance to deviate from
the required side setback to construct a residential dwelling
with a side setback of 9’ on the side adjacent to 49 Fifth Street
NW.

voluntarily admitting themselves to the program. All

INVITATION TO BID

The Town of Dublin, Virginia is soliciting sealed bids for the “Administrative Water Utility Office ASBESTOS ABATEMENT” project. The Project generally consists of the removal and disposal of friable and/or non-friable materials containing asbestos as described in Technical Section 028213 of this document.

Sealed Bids must be received at The Dublin Town offices, 101 Dublin Park Road, Dublin, Virginia 24084 to the attention of Tyler Kirkner, Town Manager by 3:00 p.m. EST on February 15, 2022. Bids will be awarded on a lump sum basis and per the attached specifications.

Bids must be submitted in a sealed opaque envelope and clearly marked on the outside with the company’s name, Contractor’s Asbestos Abatement license number and the notation “Bid for Administrative Water Utility Office ASBESTOS ABATEMENT’.

Documents to be used for preparation of the quotation form are included in this Invitation. A mandatory pre-bid conference is scheduled for February 2, 2022 at 11:00 a.m.at 101 Dublin Park Road, Dublin, VA after which a visit to the project site will be provided.

The Town reserves the right to reject any and all Quotations, or to contact any Contractor prior to award for explanations or clarifications. The Town does not discriminate against any Contractor on any basis. The Town will award the contract to most responsive, responsible bidder with consideration to price, time of performance and potential start date of those bids received.

Price per hour shall include operators, fuel, tire chains, supplies
and required insurance. VDOT will need dump trucks, pickups
with plows, motorgraders, backhoes, dozers, track loaders,
tractors, rubber-tire loaders and farm tractors. All equipment
shall be equipped for night work and be in good mechanical
condition to ensure a safe and dependable 24/7 operation. VDOT
reserves the right to determine acceptability of equipment size
and condition for the task. Contractors submitting prices meeting
the requirements of the Agreement may be contracted with and
may be eligible to receive a mobilization payment.

Terms of Sale: Cash deposit of 10% of the selling price (highest bid) of the property on the day

Flood Warning Systems

This report was funded by the Federal Emergency Management Agency through the Virginia Department of Emergency Management, via Grant Agreement Number FEMA-DR-4411-VA-005 for $57,750.

 

The Town of Pulaski (Owner) is requesting sealed bids for Special Services related to the installation of Flood Warning Systems. The contractor’s license or certificate number must be printed on the outside of the sealed bid envelope. The proposed plan would install two automatic threshold reporting water level stations and 2 climate/weather stations (GOES-based) collecting a full array of data to provide a comprehensive analysis of upstream conditions (climatological, hydrologic and soil related parameters relating to Flash Flood Guidance) providing advance warning of evolving conditions to emergency personnel in the town downstream. This would include systems at Gatewood Dam which is owned and operated by the Town of Pulaski as well as gauges located on Hogans Branch, Track Fork, and Indian Grave that all converge directly above the downtown. The Town Engineering Department will receive sealed bids at Pulaski Municipal Building, P.O. Box 660 / 42 First Street NW Room 223, Pulaski VA, 24301 until 2:00pm on July 26, 2021. Any bids or unsealed bids received after 2:00 p.m. will not be accepted.

 

The Town of Pulaski facilitate the participation of small businesses, businesses owned by women, minorities, service disabled veterans, and employment services organizations in Invitation to Bid transactions. Upon request Owner will provide full scope of service and access to the point of destination and the site where Goods are to be installed or Special Services are to be provided so that the bidder may conduct such investigations, examinations, tests, and studies as Bidder deems necessary so that the Bidder may accurately submit bid. A bid may be withdrawn in accordance with the Code of Virginia § 2.2-4330 by giving notice in writing of Bidder’s claim of right to withdraw Bid within two business days after the conclusion of the bid opening procedure and submitting original work papers with such notice. The Buyer reserves the full unconditional right to waive irregularities and to reject any and all Bids.
